The officer who shot and killed Keith Scott was in plainclothes that much is certain.  Are civilians trained to scope out every individual in the surrounding area in a moments notice and discern what constitutes a team of officers working collectively serving a warrant (possibly some in uniform teamed with some in plainclothes) as opposed to simply focusing on what looks like a random dude coming at them with a gun?  C'mon...  The cops are the ones who supposedly go through all this training and yet its the civilians who are held to the higher standard of knowing what to do and what not to do.  The cops can be impulsive and overzealous and make mistakes but civilians aren't allowed to have any err in judgement.  Okay.  You got it.[/quote]

And what's the predesignated time frame to follow that order?  I don't know how long after the command was given Keith Scott was shot but I do recall that Tamir Rice barely got more than two seconds of time to comply before he was gunned down.[/quote]
