Look, I know that blacks feel discriminated against by the police. (In some cases the feeling is justified; others not.) But the sense of ego or self-respect or whatever it is that leads them to defy police instructions is just plain stupid. Just follow the commands. Maybe the black guy IS right and the whitr cop IS wrong, but it doesn't matter. Just do what he says.
Sounds reasonable but then again that's basically putting the onus strictly on civilians to be upstanding and professional and courteous and cooperative. Basically that line of thought (just do what he says) gives officers free reign to abuse their authority and terrify whomever. Basically that line of thought (just do what he says) puts civilians in a position where they are responsible for serving and protecting the police - It's supposed to be the other way around! I'm not cool with that. I don't want to live in a military regime where bullies with badges walk around killing civilians at leisure for failure to follow orders fast enough or to their satisfaction. Cops shouldn't have that kind of authority and they shouldn't have that type of chip on their shoulder. If you have the attitude that you are owed deference and instant obedience by the people around you, and that you are justified in using violence against them if they don’t comply, and if you really think that everybody else should “just do what I tell you” then you're wearing the wrong uniform in the wrong country.
PP. Everything you said makes sense, and no doubt there's a lot of work to do. I agree that we can't have a police state with unlimited powers. But that takes time, and I'm looking at it from a more immediate perspective. If you know that most, or many, or even some blacks who have been killed without justification were also defying police orders, and thus challenging the police and escalating the situation, don't do it. I realize it's putting the onus on the citizen. But the overriding, immediate goal in a tense, and yes....maybe even racially-charged situation....should be NOT TO DIE. Your chances go up exponentially if you do what the cop orders. Wrong or right, just do it.
