Sounds reasonable but then again that's basically putting the onus strictly on civilians to be upstanding and professional and courteous and cooperative.
Basically that line of thought (just do what he says) gives officers free reign to abuse their authority and terrify whomever.   
Basically that line of thought (just do what he says) puts civilians in a position where they are responsible for serving and protecting the police - It's supposed to be the other way around!    
I'm not cool with that.  I don't want to live in a military regime where bullies with badges walk around killing civilians at leisure for failure to follow orders fast enough or to their satisfaction.
Cops shouldn't have that kind of authority and they shouldn't have that type of chip on their shoulder.
