People who commute from MD for DC jobs who are stealing pre-K spots from DC residents overwhelming are NOT low income but are relatively affluent by every definition and just want to use DC's full day preK to save cash for conveniences like summer vacations. BTW, summer school is also free and available to all DCPS students -- so that's also free summer camp for those who commit residency fraud . AS for cost, DCPS has the biggest funding of any school system in the nation.
