About a third of Center schools have some feeder schools where the number of Level IV-eligible students could go back to the base school and have "enough" (critical mass) kids to have a strong Local Level IV program [b]without negatively affecting the Center school's program[/b] by dropping the # of kids to below critical mass. 2. About a third of Center schools have no feeder schools even close to having enough Level-IV eligible students to do what is done in #1. 3.
