I think it would be very hard to figure out since the mandates on education have changed dramatically over the years and that affects the cost of education. When the state mandates things like elementary school counselors (which they do) or gifted education (which they do) or the feds mandate standardized testing (which suddenly means we need assessment coaches, not to mention the cost of the tests), it's hard to predict how much an education will cost per child. Just changing the rule about the drop out age (from 16 to 18) in 1990 (Bush 1) must have caused an increase in costs. Who knows what will be mandated in the future and whether it will be funded by the mandators (it usually isn't). Another thing is that businesses, offices, stores, etc. (commercial) contribute a lot to the tax base (rightly so). A child's education is not supposed to be wholly paid for through residential property taxes. Public education benefits the public in many ways. [/quote]
