The most "successful" charters suffer a rate of attrition that, at a private school, would be shocking. Maybe the difference between Latin and the Tier 1 charters is simply that Latin keeps the bottom quarter of its class around - and the PCSB rating system doesn't give much credit for that. [/quote]
