Arlington, Philly and many cities solved this problem by taking away the incentive to commit this fraud: stop offering free handicapped parking. Mayor Bowser (And Jack Evans and Cheh and others before them) say, "Nope, we can't do it that." Same thing will happen here.[/quote]
