Unless you have off street parking, DC parking enforcement will issue a ticket for having an out of states licensee plate within a month or two of moving. MD license registration is far cheaper and more efficient than DC. I wish I had never given up my FL plates, but I was a sucker back then. If I had to do it over, I wouldn't.
