The state can't approve a waiver until the school system applies for a waiver. And the school system presumably can't apply for a waiver a year ahead of time for in case there are snow days next year. So the best the school system can do is put the holidays in the contingency plan conditionally -- i.e., conditioned on the school system applying for a waiver and the state approving the waiver.[/quote]
