Someone turned me onto the VA SBOE 2010 press release about this, which included all the reasons states. It also said that to adopt Common Core, states have to agree to word-for-word adoption. States that have adopted Common Core in this way receive additional federal funding. VA has turned down this funding to maintain flexibility in setting their own standards and picking and choosing whay they want from Common Core. Seems like a sensible and responsible approach.
