Your AP is mistaken. Panels don't rank candidates. They don't vote. They don't even give a recommendation. They give feedback - positive and negative - for each panelist they see. And based on that, the Instructional Superintendent gives their rec to the Chancellor. The Chancellor makes the final decision.[/quote]
