I think this one was handled correctly given how and when the snow came. If the snow hadn't started (or started sticking) until later, I think they should have stuck with the 2hr delay and cancelled in the morning if things looked bad. But it was pretty clear last night that morning transportation would be a mess, even with a 2hr delay, so announcing the closure so people could plan was the right thing to do. Now for tomorrow... if it's anything more than a 2hr delay, that seems ridiculous (but entirely possible given that this is APS).
It seems no one is coming to plow anything, which is probably reasonable. It took less than a half hour to clear our sidewalks and driveway. It was easy and should be easily doable to handle school entrances by hand today. My street in N Arlington which got more snow than S Arlington is already driven down to pavement in some sections and we still have a warm afternoon coming. I'd still get ready for minimum 2 hour delay and even possible closure. Refreeze, my street is a sheet of ice, sidewalks, the buses might not start, blah, blah. Pick one.
