It is a complete scam. Admin transfers a granted all the time when APS sees they are going to be sued for one reason or another. Just costs about 20k in legal fees and takes a year or two but when they are threatened with a real case they cave. If they had a public process of admin transfer, and there were dozens and dozens, it would be seen as a viable avenue to gain HBW entry, so they keep it hush hush, to effectively claim “admin transfers are very rare” and thus discourage future attempts.
