They have work requirements that can be fulfilled through a job or community service.  But not only are there few jobs, but community service is out of space for enrollees too.  I have a friend who is the community service liaison for his church.  The state or county calls and asks if there are any projects he needs help with at the church.  He creates maybe 100 hours a month.  But now the state is asking if he can find more (like 500 hours per month) because there simply aren't enough community service projects.   Between court ordered, school ordered, SNAP community service, etc., they just can't come up with enough projects.  So people who need SNAP cannot find a job and can't even fulfill the requirement through community service.  They are screwed.[/quote]
