ANC's have zero influence or crime or any policies generally. ANC's can influence the tone around zoning and liquor license applications but ultimately don't even decide those. Oh and Frumin was briefly an ANC Commissioner in 3E so his non influential stint as an ANC Commissioner most definitely didn't influence a neighborhood he didn't represent.[/quote]
