You cannot say that the amendment does not count because we did not have restrictions on immigration such as exist now (I imagine if a ship manifest listed a notorious person in the 1870s he might not be let in at the harbor), because if conditions have changed Congress is perfectly free to pursue an amendment. Funny how these people consider themselves originalists. But all I can say is it is not the win Trump believes it is. On a side note, he's pissed at Canada which is now imposing a tariff on digital services. I'm applauding (I'd wondered how those sorts of things worked in the world of tariffs). [/quote]
