Knowingly, intentionally, lying about Black people stealing and eating dogs just because dogs are eaten in other countries is the racist part. Factually stating that in other countries, people eat dogs, is not racist. Deliberately repeating a fake story (and he knew it was fake) on international TV about Haitian people stealing and eating dogs, to make your potential voters feel afraid, yes that is racist.
