Why would he do this? It really doesn’t make sense, if he wants to cut federal spending, he should be supportive of the DC metro area diversifying its economy

Because he doesn't want a useless stadium that isn't subsidized by the football team. Even though it's only 8 or so days a year, those days are very profitable. The naming rights become worthless ane you can't sell ads in a stadium no one visits.
