The entire premise of your post is that government bloat and waste is a good thing because it props up home values. That's backwards. Don't like the way this is being handled? Stop losing elections. Or, work the court system and all the other things that are still functioning despite the elaborate conspiracy theories about the Orange Man's actions being a hostile takeover.
