If I understand correctly, the Ft. Reno and Chevy Chase cases are all privately owned. The local governments can't easily dispose of the land other than through eminent domain (and ironically, the California case, as well as a host of preexisting caselaw, suggests that the use of eminent domain for these purposes is problematic).
