I understand that the minor can't be named but why aren't they naming and shaming his negligent parents? Also, why has custody over this child not been revoked by DC yet? He clearly is better off being a ward of the state, which is what he'll end up as anyway as a prisoner given his current trajectory.
The minor can't be named by the police. The first amendment would protect a news organization who named him. Honestly, I kind of respect the kid. He's found a fun hobby based on a loophole in MD law.
Knowingly or unknowingly, he has found a loophole. If he understands the law, he will quit for good on the day before his 13th birthday. If he doesn’t quit, his life will change a lot once he turns 13. Do we really anticipate that other 11 and 12-year olds will emulate him and push the law to the absolute limit like he has? Or is he sui generis?
More like criminals will find 11 and 12 year olds to steal for them.
