The problem is that there are also a lot of extremely bad and unethical cops. When you encounter them, you never know which one will show up. To make things worse, the police departments find a way of shunning, silencing or pushing the good cops who want to make a difference out. It's a hard road to do if you are one of the good guys/gals.
