When did it become T20? I grew up in the South and Vanderbilt was the back up school for kids who didn't get in other places. It was perfect for kids with good enough grades and scores, but not top of class or anything. It was seen as more of a fun place for decent students who wanted to go out of state, but didn't want to have to work that hard and wanted to enjoy campus life. If it improved relatively recently, could it be that there aren't enough striving alumni parents yet?
My experience (back in the day) was that plenty of the students in the A&S and engineering schools were hard working and had choices besides Vanderbilt. The Peabody College of Education was the more laid back of the undergrad offerings, so if you're referring to Peabody, I agree.
