If you go to youth day / residential camps, what happens is that there is really no recruiting there or offers or anything like that, but the coach rides around in a golf cart and watches pickups. If your kid stands out, he will ask the field coach (who is usually not affiliated with the university but a local youth club), "Who is that?". The next camp the coach may or may not remember the kid. The more times he asks "Who is that?" The more likely he is to remember. In my case, the consistent exposure to the coach and his consistent recognition gave my kid a serious leg up when it came time for the actual ID camp. Everyone else was walking in as a number. My kid was walking in with a name and a reputation as being solid. So, no, they're not driving across country to watch a 12 year old. It's called relationship building.
