Without enough police, officers are only responding to calls for service, and often responding very late. Further, they have no time to actually engage in community policing because true community policing requires having some down time to talk with community members, understand their needs, and then create plans to address them. Staff shortages erode public safety and community trust. This is a no-win situation for BOTH the police and the community.
