It is a big red flag for someone to not act according to that and that is the kind of behavior airport security staff is on the lookout for. You are the one that does not have yours next to your child. Perhaps YOU should drive instead of fly so that you can be in more control of your situation/surroundings! But if I am sitting five rows behind him (he's 2.5), I can't exactly stop him, can I? This is the whole point-- small children NEED supervision. But the burden should really be on the airlines not to use extortion by forcing people to pay just to supervise their kid. It is not the problem of fellow passengers, but sometimes they can help out.
