You're missing the forest for the trees here. If you are non-black you don't ever need to interact with a stranger black child unless they are hitting your child or damaging your property. Then you can do what is necessary. But if they are just using bad language or damaging public property, do not approach and do not engage, and do not worry about what their parents let them do.
