I wonder if other agencies do things this way?  And, yes, this person knows nothing about the units he/she 'administers'
Ex secretary - yes.   No education whatsoever - yes.   And earning $ hand over fist over other skilled folks in the division.

It's the biggest racket I have ever seen.
