The issue which they are trying to address is which group would the trans kids go with. Well if they combine genders they don’t have to worry about it. [/quote]

The trans kids who don't want to go with biological gender should do what the religious kids do and opt out.

They don't change the program to accomodate conservative muslims, or traditional catholics.  They should not change the program to accomodate a potential transgendered family that wants their kid to go with a different gender.
