We can't have everyone doing whatever she damn well pleases and those who don't like it can just move to where there are no neighbors. That doesn't make any sense and its a recipe for communal disaster. I also suspect those who feel this way would feel quite differently when it's an issue that touches them more immediately. I'd say that when you know you have near neighbors who can hear you, you are responsible for making some serious effort not to disturb them. It seems that 9 am is set by law as a reasonable start time, though I'd think 10 would be safer because even if people aren't sleeping, they should be allowed to have quiet Sunday mornings without power tool noise. But if noisy activity start time is indeed 9 am, neighbors should absolutely make a commitment to keeping power tools, dogs, and toddlers under control before then. [/quote]
