You can review all of the civil penalties in Section 18-2600. http://dcrules.elaws.us/dcmr/18-2600 It would seem to be a violation of Section 18-2217.1 on use of Local Access Streets. However, there is no penalty under Section 18-2600. For example, Section 18-2600 does provide for a $500 fine for driving down a barricaded or closed street (18-2217.2). There are also fines for other violations under Section 18-2217, including violating bus lanes. The only general “failure to obey” type fine is associated with “ Failure or refusal to comply with Lawful order or direction of a Police Officer”, which does not seem to apply. So there is no penalty. [/quote]
