And to blame all flooding on climate change?  Build on a swamp, pond, wetlands, ignore topology + topography + water tables + gravity.  Here is an article on an area in Queens -NYC.  Due to high water tables the area was served by municipal wells.  Connected to city water in 1986 and the water still accumulates in the wells.
