In 50 years when our air, water quality is so bad from the pollutants will you say, "Why didn't the current administration have foresight about all this pollution"?

Why didn't Bush have foresight about 9/11?
Why didn't Trump have foresight about covid pandemic?
Why didn't Biden have foresight about the hacking?
