Moira definitely looks down on Roland, but it's because he is annoying and disgusting (such as when he digs into the fondue with his bare hand). In the first and second episodes, the Roses are so shell-shocked that they look down on everything, but there are no cheap digs at SC residents just because they live in a small town.
