They are at Carderock because it's a secured government facility. They don't have to be colocated with what they are trying to defend (which is downtown washington), because they have a range of 70 kilometers. [/quote]

Then wouldn’t it make more sense to space them out farther away from DC? Like maybe on a mountain top in Frederick or out in the Chesapeake Bay?

Point is, there is all kinds of weird crap at military bases and there are a lot of bases near DC of course.  I really wouldn't worry about a few anti-aircraft missiles.

I’m a research scientist in molecular biology and I very much agree. We are surrounded by research labs in biodefense. A few missiles are not the problem.
