First, the Government under the present control of Trump and his henchmen will never cooperate in a transition to a Democrat, period. To be clear: the Democratic appointees and the Democratic White House staff will never even get hard pass ID cards. Second, the Trump administration is ordering Republican subordinates in flipped states to move the selection of their electors, who are Democratic electors as a result of the general election, to state legislatures that will select Republican electors. This is in progress now in Pennsylvania and Georgia. Third, as soon as a court challenge is ripe for appellate review, Barr (in his capacity as GC to the Trump campaign and personal lawyer for Trump) will file an emergency petition to the Supreme Republican Court, which will come up with some order to the effect that Trump remains President.
