(1) The police spend a lot of their time writing up parking tickets. They don't need to be doing that. The report doesn't mention it, but maybe create a jobs program for high school grads to do this.

I don't agree with all the Defund recommendations. For example, I don't think they have a solid plan for getting rid of police investigative functions and the courts. Waving your hands at a small community of Indians who have succeeded in doing justice on a personal, small scale wouldn't work for big cities.

DPW handles the vast majority of parking tickets in DC, not MPD. Your first point does not apply to DC.[/quote]
