Under Phase 1 rules a single family will not even be allowed to enjoy a baby pool. In comparison would it not make sense for private pools to be allowed a percentage of their normal capacity?

I have yet to hear an explanation that explains the rules applied to private swim clubs compared to the above mentioned examples. If somebody can explain these variances I would greatly appreciate it. Is it $? They sure don't seem to be applied in the name of safety. I'm pretty much done with this.
