Under Phase 1 rules a single family will not even be allowed to enjoy a baby pool. In comparison would it not make sense for private pools to be allowed a percentage of their normal capacity? I have yet to hear an explanation that explains the rules applied to private swim clubs compared to the above mentioned examples.
