That's one way to look at it.  Another is that the degree isn't worth much outside MSP, so they have no choice but to settle there.

Yes, you are correct about the logic but...

They have a choice, and plenty do leave.  MSP has long had a great reputation as a place that one can make a very nice life - affordable housing, sufficient culture, and good access to the wider world.  So, for those who can handle the brutal winter, and there are many of us who prefer that to a brutal DC summer, MSP has a ton of appeal.
