[/quote] Yes, you are correct about the logic but... They have a choice, and plenty do leave. MSP has long had a great reputation as a place that one can make a very nice life - affordable housing, sufficient culture, and good access to the wider world. So, for those who can handle the brutal winter, and there are many of us who prefer that to a brutal DC summer, MSP has a ton of appeal. [/quote]
