Not PP, but I really think the only way to address this problem is twofold:

1) wraparound services from before birth
2) breaking up concentrated poverty

The first will never happen.  The second will happen haphazardly through gentrification, but not in a concerted way to actually improve the living conditions of poor families.  They will just get pushed further out to other areas, which will then see a rise in crime.[/quote]
