[/quote] The senate version was co-sponsored by Booker and Durbin. John Lewis was a supporter in the House. The first step act was something Eric Holder tried to get through when he was AG. He worked in it with Rand Paul. It could get no traction under a republican controlled house and senate with a democrat president. The same republican controlled house and senate with a republican president was able to get it through. Politics. Even then, there was still a lot of people on both sides such as Cotton and Grassley who were totally against prison reform, while many Dems said it did not go far enough, and thus did not support it.
