The additional abuse argument exists because pedophiles aren't satisfied by "just" looking at child pornography. There is absolutely *zero chance he has never acted out against a child. Depending on the age he is fixated on, he could have thousands of victims. Before you accuse me of hyperbole: think about @ss grabbing pervs on the metro. Those guys get their jollies in a split second and their victims seldom report it.
