What matters is how many have made it all the way, actually.  If this scout is placing undeserved, underperforming players into the pool that don't pan out, someone will notice and make adjustments.   They aren't going to protect a nepotist who doesn't produce in her primary role.[/quote]

Yes, and there is also a review process that looks at who is being injected into the system and how they fair.

Once again, if the local scout is just putting through unqualified friends, sisters, and relatives, as suggested by other posters (you?) then that process will catch the abnormally low proficiency rates coming from her placements.[/quote]
