Relocations of any programs should be done with the upcoming boundary changes.  Leaving them where they are, if they are ultimately going to move later or would better serve THE SYSTEM in a different location, merely hinders an effective redrawing of the boundaries.  It all needs to be revamped at once.[/quote]
