If, however, one is both leasing it and replacing it well before the end of it's service life it's an ostentatious extravagence and profligate. Everyone here was (rightfully) up in arms when the DC council member did this. It shouldn't make a difference which political party this guy belongs to (but for some people and some reason it does). This sort of behavior is disgusting (is the type of thing that happens in kleptocracies) and reveals a lack of concern for the public part of service.[/quote]
