Oh wait - so you aren't talking about illegal immigrants.  You're upset that a US born citizen is receiving benefits for which other US born citizens are also eligible.
That's a completely different topic.  I have no idea if CHIP or any other program pays orthodontics for low income citizens.  I can understand an argument that it shouldn't.  Maybe you should start a thread on that.
