How about actually reading?  The 10% is not fluent speakers or even proficient speakers.  That's any level of English, not the 60% proficient Miller wants.  Almost all U.K. Speakers will be at the 60% level.  [/quote]

No way - outside of the Home Counties, U.K. Speakers are NOT at that level.
