I'm sure it is but any woman can offer sex.  Being able to provide sex is not special in any way. It's the lowest common denominator. If that's all a woman has to compete with, she won't get very far since all women know how to have sex, everyone's genitals are built the same way, and men are capable of sexual desire toward pretty much any non-repulsive woman.
