[/quote] For charters yes that's correct they can not go past a number. However, I work at a DCPS school that for the past 4 years since I been here we always average between 20 to 40 new students every year in various parts of the year. That's what i'm saying this is the reason why DCPS are not letting the buildings go like they could because of what you just said "Charters are open to all. That would never happen in DCPS as if any DCPS non admission school did this they would get sued. [/quote]
